City of Wakkanai can be seen from Wakkanai Park which is up the hill or from Centennial Tower which offers a clear view of entire city and also the island of Rishiri.

While Wakkanai was just a getaway to the island of Rishiri and Rebun I had a very pleasant stay here. It is quiet and clean with the freshest air! While there isn't much other than a fishing industry here it is here I realized that Japanese had it good as a citizen more than any other parts of the world. 

We know there are inequalities as a citizen in most part of the world in that the richer cities or sectors of a country will have it better than others in term of basic infrastructure and communal facilities. Not so much in Japan though, even the most remote places its citizen enjoys the same basic services as other parts of the country. That's quite a feat as far as I am concerned. One won't feel one is lacking even if one is few thousand miles away from the core of civilization (as in Tokyo, Osaka and Kyoto). I think that sums up why Japanese are contented and law abiding no matter where they live! They even queue for basic necessities after a tsunami where they have lost everything they possess! No other country has such discipline and order in its citizens!
