Got there at 2 and house keeper did not come with key till 4 unacceptable

I got there at 2 pm and waiting in car almost 2 hours before house keeper came to open door to Studio. It was unacceptable because I requested 1 pm arrival and she did not come till 4 pm local time and I was very disappointed and decided not to stay there..At this point I think I should get a refund for poor service and not meeting my needs.
