Check in was fine. Staff were the best part of the stay. Polite, responsive, and this includes every level of staff except one parking attendant.
When we checked into to our reserved smoke free room for two days we had to sign an agreement to not smoke otherwise we agreed we may incur charges for cleaning. When we entered the room we were immediately hit with a wall of heavy, dank, stale smell of cigarette smoke. The front desk said they could perhaps move us to another room tomorrow.
We were busy with wedding stuff so not much time to deal with this. Then we found the air conditioner was not working. The room was warm that night. Maintenance came to check it and said the air conditioners do not work well when outside temperature is below a certain amount. It was in the 50's outside. But, an enclosed hotel room with large windows will get stuffy and warm. And, is that really how air conditioners work?
The next day, wedding day, we got to pack up our stuff and carry it like homeless folks to a new floor. A room that smelled like a hotel room. Better.
My compensation as an IHG member for this? A terrific thank you for staying at Holiday Inn Express.

Is it worth about $800 to stay in a Smokey, warm hotel room for one night then pack up to move to another room for one night? I'd have to say no. I think that's a reasonable conclusion.
Holiday Inn Express in Midtown Philly amenities are highway motel level. And that's OK
